From Data Collection to Evidence Infrastructure: Building Systems That Can Be Trusted

Collecting data is not the same as building an information capability that a business can rely on repeatedly. ORV-DEG-003 examines how evidence infrastructure extends beyond storage to include data quality, governance, context, continuity, and the appropriate reuse of information across operations, compliance, transactions, and decision-making.

Using ISO/IEC data-quality standards, NIST AI risk guidance, and the European Union’s AI Act as reference points, the analysis separates data collection from evidence capability and technical systems from organizational governance. It shows that dependable information can reduce friction and improve the basis for business activity, while stronger infrastructure does not guarantee correct decisions, regulatory compliance, or financial returns.
