The Compliance Burden of Non-Tariff Measures on Small Exporters
International market access depends on more than tariffs and shipping costs. Small exporters must also meet technical regulations, product testing, certification, labeling, and documentation requirements. This research examines how non-tariff measures create compliance costs that can disproportionately affect smaller businesses, drawing on evidence from UNCTAD, the WTO, and the International Trade Centre.
The study explores fixed compliance expenses, administrative delays, working-capital pressures, regulatory transparency, and differences between export markets. It distinguishes legitimate safety and quality requirements from avoidable procedural burdens, while examining how regulatory cooperation and improved conformity assessment can reduce unnecessary costs without weakening essential protections.
