When Public Expectations Exceed a Government's Capacity to Deliver

Public services shape the environment in which businesses operate, but fiscal resources and institutional capacity are not the same thing. ORV-SOI-001 examines how governments can face rising expectations for reliable services while also confronting persistent deficits, higher borrowing costs, administrative constraints, and pressure to consolidate public finances.

Using France as the case, the analysis separates fiscal capacity from administrative capacity, public spending from service quality, and political unrest from single-cause explanations. It shows that the commercial consequences extend beyond debt levels alone to include taxation, public investment, financing conditions, policy uncertainty, institutional reliability, and the effectiveness of the public services on which households and businesses depend.
