When Strategic Inventory Becomes an Industrial Financing Business
Strategic inventory can become more than a procurement buffer when access to critical materials is supported through dedicated financing, logistics, storage, and contractual access. ORV-TSC-002 examines how reserve structures can shift some of the cost and risk of supply security away from individual manufacturers and into a shared commercial system.
Using the United States' Project Vault initiative, EXIM financing, Mercuria's participation, and reported copper deliveries as the case, the analysis separates financing capacity, commercial commitments, planned supply, and confirmed physical inventory. It shows that stronger supply resilience depends not only on how much capital is announced, but on whether materials are actually available, appropriately financed, and accessible under workable operating terms.
